This is a staff office of the HHSA Director's Office and is responsible for ensuring that the County is in compliance with all applicable Federal, State and County laws, rules and regulations relating to health care and social service funding and patient confidentiality.

About the Compliance Office

The Compliance Office is responsible for coordinating all aspects of the Agency's Compliance and Privacy Programs, including the development of standards, training, monitoring and enforcement with the goal of further establishing San Diego as California's leading County in providing high quality, cost effective programs to patients, clients and residents.

What is a compliance program?

The County of San Diego Health and Human Services Agency (HHSA) is committed to providing high-quality, cost effective health care and human services in compliance with all applicable federal, state, and local laws and regulations. To achieve this goal, HHSA depends upon its employees, contractors and agents to be aware of, and comply with, these laws and regulations. In some circumstances, however, the application of the law is highly technical, and common concepts of right and wrong lend little guidance. Employees may believe they are conducting themselves properly, but may in fact be violating the law. Violations of health care and human services laws and regulations by employees, contractors and agents can expose HHSA to the risk of substantial financial penalties.

In order to avoid violations of health care and human services laws or regulations, the HHSA Director has determined that HHSA shall implement a formal Compliance Program that applies to all Divisions, Programs and Regions of HHSA. While HHSA has always had programs, policies and procedures intended to increase compliance with applicable laws and to promote high quality patient, client and resident care and services, by implementing a formal, Agency-wide Compliance Program, HHSA seeks to promote a working environment that fosters and expands these ideals and permits its employees, contractors and agents to demonstrate the highest ethical standards in performing their daily work activities.

HHSA also recognizes that federal agencies responsible for enforcing laws and regulations governing the funding of Medicare, Medicaid (Medi-Cal) and other federal and state funded programs encourage the development and implementation of Compliance Programs by recipients of these funds.
