A job program for young people aging out of the foster care system, online training for employees and a streamlined job application process were among some of the innovative programs that have earned the County of San Diego a national award.

The International Public Management Association for Human Resources, based in Alexandria, Va., has awarded the County’s Human Resources Department its “Large Agency Award of Excellence for 2009.”

“This is a great honor for the County of San Diego,” said Human Resources Director Carlos Arauz. “Attracting and retaining the best qualified workforce ensures that the County is able to provide the best services to our citizens.

“These programs could not have been accomplished without the support of the Board of Supervisors and the Chief Administrative Officer and, of course, the hard work and dedication of all HR staff within the County.”

The Association established the award to recognize the overall quality and accomplishments of an agency’s human resources program that exceeds the normal operation of a “good government human resource program.” The award is based on these program initiatives, accomplishments and contributions being implemented within a three-year period preceding the award.

The County’s Human Resources Department was also recognized for its:

  • Communication to employees of the County’s initiative to modernize its workforce;
  • Implementation of E-Benefits, a new online benefits enrollment system;
  • Customer Service Program, “Serving Everyone with Excellence;”
  • College recruitment program;
  • Numerous leadership training and certificate programs.
